C’est dans le contexte de la guerre froide et de la compétition idéologique Est-Ouest qui s’étend à l’océan Indien qu’un accord entre Anglais et Américains est signé, à l’initiative des États-Unis. Tout au long de la guerre froide, l’océan Indien est un théâtre de la confrontation américano-soviétique. La base américaine de Diego-Garcia est engagée dans des opérations militaires dès cette époque jusqu’à celle de la lutte antiterroriste aujourd’hui. Dans cette région du monde (en incluant aussi le Proche et le Moyen-Orient), Diego-Garcia constitue ainsi le « fer de lance » de l’armée américaine. Port-Louis de son côté, revendique toujours la souveraineté de cet archipel britannique séparé de son territoire en 1965. Aussi, l’île Maurice souhaite le retour des Chagossiens expulsés dans les années 1970 lors de l’installation de la base américaine. The British withdrawal in the Indian Ocean is quickly followed by the rise of the US Navy especially in Diego-Garcia. It is in fact in the context of the Cold War and East-West ideological competition in the Indian Ocean that at the initiative of the United States, an Anglo-American political agreement was signed. Throughout the Cold War, the Indian Ocean is the scene of the US-Soviet confrontation. Diego-Garcia’s US base has been engaged in military operations from the Cold War era to today’s counterterrorism. In this region of the world that also includes the Near and Middle East, Diego-Garcia is the "spearhead" of the US military. Port Louis, for its part, still claims the sovereignty of this British archipelago separated from its territory in 1965. Also, the Mauritius island wishes the return of Chagossiens expelled in the 1970 when installing the American base.
