En même temps, l’État malgache privilégie une politique de coopération avec la France pour moderniser le secteur du transport aérien. En effet, cette dernière met en place une politique de coopération technique dans toutes les branches du secteur aérien. Ainsi, elle s’occupe particulièrement de la modernisation des infrastructures aéroportuaires malgaches. La Compagnie Air France joue un rôle de premier plan dans la modernisation du secteur aérien malgache avec son concours dans le « transfert de compétences » à la Compagnie nationale Air Madagascar. Dans les années 1960, elle assiste Air Madagascar dans la direction de l’entreprise, dans le travail technique et dans la formation du personnel malgache.
